FIFA: Referees are going through qualifiers for World Cup

AFC and OFC refereeing teams shortlisted for the 2014 FIFA World Cup began a training seminar organised by FIFA in Dubai. A total of 27 participants from 13 different countries, divided into nine different trios are currently being put through their paces. Seven come from AFC and two from OFC. Referees such as Ravshan Irmatov, Yuichi Nishimura, Ben Williams and Peter O’Leary are in attendance, while Ali Albadwawi flies the flag for the hosts of the workshop.
The opening of the seminar was in the presence of FIFA’s Head of Refereeing Massimo Busacca who is supervising proceedings with Yoshimi Ogawa, Director of the AFC Referees Department and Ahmed Yacoob, Director of the UAE FA Referees Department. The seminar started with fitness training at Dubai Police Club stadium while on Tuesday, fitness tests for the referees and assistant referees will be conducted. The programme will also include educational lectures and applied training with the participation of football players. Busacca opened the seminar and welcomed the participating referees while he also thanked UAE FA for its support before adding: “Just 15 months before the start of the 2014 FIFA World Cup in Brazil, we are looking for good preparations. We are working and preparing exactly like football teams. We are currently going through qualifiers and we don’t know who will be in the final line-up for the World Cup.” The former international referee gave an explanation for the programme, which also includes modules on protecting players and the image of the game and fair play, ensuring consistency and uniformity with regards to decision making, reading the game’s technical and tactical approach and understanding the different mentalities of football.

Busacca: Consistency is crucial for referees

A major milestone for referees that are aiming to officiate at the 2014 FIFA World Cup was reached this week with an intensive four-day seminar conducted at the Home of FIFA in Zurich between 16 and 19 April. This week’s event featured UEFA match officials – referees and assistant referees – and followed recent seminars in the CONCACAF and CONMEBOL regions. Referees from the AFC, OFC and CAF confederations will engage in seminars in their respective regions over the coming fortnight.
FIFA’s Head of Refereeing, Massimo Busacca, himself a highly regarded former World Cup referee, conducted the intense seminar which involved numerous theoretical and practical sessions. Prospective match officials for Brazil 2014 had already attended an event in Zurich last September, while this second seminar built further upon that base. Some of the key areas focussed upon were protecting players and the image of the game; consistency and uniformity; reading the game from a technical and tactical perspective; and understanding a variety of player and team mentalities. Busacca says that while they are currently working with 19 UEFA-based referees and 57 assistants, there is still scope for others to make the final list at Brazil 2014. “Like a national team, we have been working for almost two years now,” said Busacca. “We want to give a clear message: the list is open. A referee may not have the qualities today that we are looking for, but maybe he will tomorrow. “In this way referees outside the current list should be motivated knowing they can still potentially participate in the final competition. We are operating like a football team. Today we are involved in qualifiers, but we don’t yet know who will be in our final World Cup squad.” Busacca states the next step in developing the class of 2014 is building a level of equality and consistency in on-field decision-making. “We are looking for uniformity and consistency for the future, this is key for us,” says the vastly experienced Swiss. “It’s important for us to watch the qualifiers, the league games and try to see who has a good tactical approach during the game. The referees who get this are the ones who are able to participate in big competitions. These are our next steps.”
One of the key components of this week’s seminar was fair play, and more specifically, protecting players and the image of the game. And Busacca is at pains to stress this area is a key point going into Brazil 2014. “For me, it’s one of the most important messages we have to give to the world and the players,” he said. “We are going to Brazil, one of the most famous and key football countries. We need fair play, we need respect. Situations happen in less than one second for the referees, sometimes they don’t have the right angle, so it’s important to collaborate. Players have to understand that football is something you have to enjoy, not destroy. Sometimes for the referee, if there’s no fair play, it’s very difficult to make the right decision.” Another important pillar of the seminar was based around understanding different football mentalities, so how can referees further develop this aspect? “By eating football, like players and coaches do,” says Busacca. "That’s how the referees will understand the different football mentalities. Watching videos and understanding the differences. “At that seminar, we had theoretical sessions where we watched videos of situations from different confederations. We have to understand every zone be it Africa, Asia, Central America, because then the referees won’t ‘expect the unexpected’. We need to anticipate the different cultures as much as possible. It’s very important.”
Busacca says there is also a strong focus on positioning, with goal-line match officials not currently used at FIFA tournaments. “We focus particularly hard on positioning at the moment,” he said. “A well-positioned referee is able to anticipate and have a better reading of what happens in the grey zone, the penalty area, and generally the parts of the pitch which are very hard to see. With all this training, I think the current four referees can then see more things.” Goal-line technology will feature at a FIFA World Cup for the first time next year and Busacca believes it is an important addition. “Goal-line technology is quite important of course,” he says. “Thinking back to the last FIFA World Cup, we had a situation where the ball passed over the line by 50 centimetres or so. With this technology, referees can concentrate on other delicate areas, such as offsides, etc, so it’s a huge support mechanism. “We did some real testing at the FIFA Club World Cup in December and while we did not have any clear situations the system worked very well, and I’m sure it will be hugely beneficial in the future.” Busacca acknowledges that several areas of refereeing can be enhanced and he says FIFA are working hard to that end. “Reading the game and the tactical approach can be enhanced,” he said. “Of course we cannot possibly eliminate all mistakes, but we can do everything possible to reduce them. We are human and as such, we will always make mistakes. “What we are doing here is providing a tactical approach, concentrating on positioning, and giving a clear message to the players that, with the help of fair play, we can reduce the quantity of errors, which is our aim. This is our duty and I hope the message will be clear for all.”

FIFA appointment or visa letter?

Assistant referee Peter Edibe is about to make history as the first Nigerian to officiate at the World Cup finals. Last year, Edibe was listed as one of the ARs under consideration for the FIFA World Cup 2014 and attended a fitness test in Zurich. He has been selected as an assistant referee in a CAF prospective trio (photo) along with referee Neant Alioum and AR Evarist Menkouande, both from Cameroon.
Last week, Edibe literally jumped for joy when a letter signed by Selene Cruz, Protocol Coordinator, Local Organising Committee, FIFA World Cup Brazil 2014 invited him to Brazil. The letter reads in part “Dear Sir, we are pleased to send you herewith attached, the invitation letter you will need for your special visa for Brazil to be able to attend FIFA Confederations Cup Brazil 2013 and the FIFA World Cup Brazil 2014”. Based on this letter, Edibe will be attending a referee seminar in Rio de Janeiro in May, an auxiliary event to the FIFA Confederations Cup.
When contacted, Linus Mba, NFF Referee Consultant and FIFA Referee Instructor, said he was delighted with the rising profile of Peter. “The Confederations Cup will be his test and I am sure he will do well enough to be able to qualify for the World Cup proper, by the grace of God, given his diligence and discipline over the years”, the veteran referee instructor said.

PS: In spite of this news from Nigeria, it seems that all prospective referees and assistant referees received such letters from the Local Organising Committee in order to facilitate the process for those who would need a visa to enter Brazil, if appointed for the 2013 Confederations Cup and/or the 2014 World Cup.

Clattenburg forgot his cards in the changing room

Referee Mark Clattenburg was left red-faced early in the second half of the EPL match Reading – Liverpool when, after going to caution a player in the 50th minute, he discovered he had left his notebook, along with the red and yellow cards, back in the dressing room.
The typical chant of ‘you don’t know what you’re doing’ couldn’t have been more apt for the embarrassed official – who gave a sheepish look as he realised he was physically unable to show a card to Royals midfielder Danny Guthrie. Unfortunately for the former Newcastle player, he wasn’t about to get away with his foul on Daniel Sturridge. Upon realising his mistake, Clattenburg was forced to halt the game and trot over to the touchline where he was furnished with a spare set of cards by the fourth official. To cat-calls from the crowd he eventually produced the (reserve) yellow card – along with a forlorn grin. The amusing episode was one of few highlights for fans of both teams who attended the match at the Madejski Stadium. A relatively uneventful game ended goalless – giving a boost to neither Liverpool’s European ambitions nor Reading’s faint hopes of avoiding relegation from the Premier League.

Referee Sabbagh accused of match-fixing in Singapore

Three Lebanese football referees were dropped from an AFC Cup match in Singapore and questioned by anti-corruption officers in the city-state's latest match-fixing scare. Referee Ali Sabbagh and assistant referees Ali Eid and Abdallah Taleb were charged with one count of "corruptly receiving gratification in the form of free sexual service", Singapore's Corrupt Practices Investigation Bureau said in a statement.
The 33-year-old Sabbagh (photo) has been a FIFA referee since 2008 and has taken charge of World Cup qualifiers in Asia in recent times. He officiated in Nepal’s 2-1 win over East Timor and Oman’s win over Myanmar, both in 2011. His last match was Al Shaab - Duhok, in the 2013 AFC Cup. The three match officials remain in custody while their application for bail is being processed. A Singaporean businessman has been charged with corruption for offering free sex to the three Lebanese soccer referees to induce them to fix a match in the city-state. The anti-corruption agency said it launched an investigation after receiving prior information of match-fixing involving a game between Singapore club Tampines Rovers and East Bengal of India on Wednesday. East Bengal won 4-2 with replacement officials from Thailand and Malaysia. "Singapore has always adopted a zero-tolerance approach towards corruption and match-fixing of any form is not condoned in Singapore", the statement said. "The Corrupt Practices Investigation Bureau investigates into match-fixing through bribery cases and will not hesitate to take action against any parties involved if they had given or received bribes to fix a match". An 18-month review by Europol recently revealed that a Singapore-based crime syndicate has been involved in fixing football matches around the world, including World Cup qualifiers and Champions League matches.
